Should be +/-80V and your low reading could simply be low engine RPM in WELD mode or you didn't have the Fine Voltage control set to 100%. Miller still makes a "Blue Star" series but not the 2E. The new ones sell for around $1800 or more. You should be able to find a tag somewhere on the unit that will have the full model and serial number on it. Get that info and call Miller at 800-426-4553 and ask them about parts availability.
